Prince Edward Island Pnp Program

We are pleased to advise that we represent Confederation Capital who has been appointed as Authorized Island Agent for the Prince Edward Island Provincial Nominee Program (“PEIPNP”).

There are three streams under the Business Impact Category and details of these programs may be found at The below information is in regard to the 100% Ownership and Partial Ownership Streams.


The benefits of the Business Impact Category include the following:

  • initial payment of $17,500 (plus $245,000 to be paid after approval, and $150,000 to be paid after landing)
  • speedy provincial processing (an interview will be scheduled
  • approximately 30-60 days after the complete application is filed)
    fast federal processing is expected for the initial cases (6-9 months in most posts)


To determine whether you qualify in the Business Impact Category, please complete the PEI Assessment Form (applicants must score at least 50 points). Applicants in all streams of the Business Impact Category must meet the following criteria

  • intend to settle in PEI, and to manage, invest in, or own a business in PEI
  • make a minimum investment in a PEI business in accordance with Section 87 of the IRPA regulations
  • have minimum $600,000 in Net Worth (including at least $150,000 in cash)
  • intend to settle in PEI, and to manage, invest in, or own a business in PEI
  • be able to document the source of funds for $600,000 (it must be earned through the applicant’s own endeavours; loans and gifts cannot be used)
  • be between 21 and 59 years of age
  • have completed at least 12 years of school (completed secondary school)
  • have minimum 2 years of recent management or business ownership experience
  • have basic proficiency in English of French (IELTS 4.0 or greater)
  • Iranians and Syrians must obtain a DFAIT permit

Application Process: (All investment is in Canadian Dollars)

(1) Confederation will review the nominee’s application, to ensure all criteria are met and all backup documents are included. The nominee will transfer $17,500 to Confederation at the time of file submission.

(2) Confederation will assist the nominee in finding eligible PEI businesses in which to invest, purchase and manage (based on the nominee’s background and skill set), and in completing the business proposal.

(3) a. Confederation will present the nominee’s complete application to PEI’s Immigration Services department (“Immigration Services”), including the nominee’s business proposal, $7,500 application fee, complete PEIPNP application, and all required backup documents.

(3)b. Just To Canada Inc. would charge a professional fee of $5000 for documentation, filing of papers and related solicitation of the applicant’s file.

(4) Immigration Services will review the complete application and, upon preliminary approval, the nominee will be invited to PEI to attend an immigration interview and conduct an exploratory visit. We expect these interviews to be conducted within 30-60 days.

(5) Confederation will coordinate the nominee’s interview and exploratory visit, and will provide the following executive-level, professional services at no cost to the nominee: personalized airport pickup, tailored tours (including residential areas, schools, and places of relevance to the nominee), and transportation to meet potential investee businesses, accountants, bankers, real estate agents, lawyers, etc. The nominee will be escorted to an interview with Immigration Services during this visit.

(6) Confederation will assist the nominee in preparing a formal business plan and settlement plan, which will be submitted to Immigration Services for approval.

(7) Upon approval, the nominee will transfer the balance of $245,000 to Confederation. Confederation will then transfer the conditionally-refundable escrow deposit of $200,000 to Immigration Services’ escrow account, and the nominee will execute the escrow agreement.

(8) Immigration Services will issue a Letter of Approval (i.e. a Nomination Certificate) to the nominee. This Letter of Approval will accompany the nominee’s federal application to Citizenship and Immigration Canada (CIC).

(9) Once visas are issued by CIC, the nominee must visit Immigration Services in Charlottetown within 30 days of landing.

(10) Upon completing the terms of the escrow agreement (e.g. investing at least $150,000 to start a new business or purchase at least 33.33% of an existing business, managing the business from within PEI, etc.), the nominee will be eligible to recoup the $200,000 escrow deposit.

In case the applicant resides in PEI, after six months he will obtain $25,000 of good faith deposit. Six months thereafter, he will receive additional 25,000 of the good faith deposit. In case the applicant starts a business and runs it for a year, he will obtain $150,000 refund of the good faith deposit. Should the applicant decide not to reside in PEI at he would loose the good faith deposit. However, as stated above, if the applicant resides in PEI for a year, does not run the business, he would recieve $50,000 from the good faith deposit.
